Assessment

The assessment revealed that WPFI has transformed home-based midwives into entrepreneurs who own their clinics and offer a broad range of reproductive health and family planning services. However, WPFI has evidenced some weaknesses. The assessment recommended a series of technical interventions centered around financial viability, business capacity, market positioning, and quality of care. The interventions aimed to strengthen the WPFI franchise and the financing options of WFMCs and new entrants into WPFI, thereby enhancing the network’s sustainability and ability to expand and promote increased accessibility of high-quality family planning and maternal child health services in the Philippines.

In collaboration with JSI/RTI’s TANGO II project, USAID/Philippines supported the development of the Well Family Midwife Clinics Partnership Foundation, Inc. (WPFI), a franchise of private midwifery clinics. The foundation supported a network of community-based Well Family Midwife Clinics (WFMC) and health providers that ensured family wellness through family planning and maternal and child care services. The network of 149 (as of February 2005) Well Family Midwife Clinics, owned and operated by midwives, provided accessible and affordable, high-quality health care services to Filipinos throughout the country.

As the TANGO II Project was coming to a close, USAID/Philippines asked PSP-One to identify next steps to continue the development and expansion of private midwifery services through the WPFI franchise. As part of the assessment conducted in February 2005, the PSP-One team completed desktop reviews, document reviews, and extensive interviews with WPFI representatives, WFMCs, potential WFMC members, financial institutions, and other market actors.
